Works under the general supervision of the Department of Homeland Security's Custom's and Border Protection (CBP) National Air Training Center - Oklahoma City (NATC-OKC) Special Projects Contracting Officer.

Related experience:

Conduct reviews of job tasks and target population in order to analyze the use of performance aids in the instruction and performance of these various tasks. Make use of certain job aids as required. Revise outputs of analysis to include critical tasks and appropriate survey instruments. Make independent judgments concerning selection of performance aids to enhance performance. Design and develop questionnaires to develop a database of job analysis and task inventory. Develop appropriate instrument to gather job analysis information through observation and interview methods. Analyze tasks to identify appropriate skills, knowledge and abilities.

Participate in the review/revision of components of instructional design, i.e., sequencing and clustering of learning events and objectives; task learning relationships and instructional design plan. Analyze learning problems and select teaching strategies using accepted methods. Review/revise learning maps and performs learning analysis up to and including operating level.

Based on documented requirements, review/revise instructional design, instructional management plans and coordinate with appropriate school elements to insure materials selected/developed meet training needs to include exportable training packages and institutional instructional materials. Analyze validation results and accomplish necessary revisions.

Experience in using the Systems Approach to Training to evaluate concepts, training strategies, training courses, materials and products;

Related experience:
Assist in the design and development of test and measurement instruments to evaluate performance. Applying appropriate educational and systems approach to training procedures validates and revises individual and collective training materials and specifications. Assure intermediate and terminal learning objectives are appropriately developed into learning performance measures, and review evaluation instruments, which identify critical job tasks for determining accomplishment of training goals.

Collect pertinent progress and process data, performance data, and information from students, instructors and personnel, evaluate their data, and make recommendations. Assist in the instruction evaluation to determine if course meets planned objectives.

Other Duties

Conduct and facilitate workshops and presentations directly related to the work of NATC-OKC. Provide advice and guidance to agency and other designers related to tests, measurements, and evaluation.

Contributed to the development and maintenance of the CBP Learning Management System (LMS). Responsible for continual update and managing of users and progress within the learning management system database. Perform summative internal auditing for ISO 9001:2000 compliance, and identify and provide system development improvement opportunities.

Macromedia Flash Programmer for a multi-tiered web-based application that tracks the business processes that the AVN-100 division of the FAA performs to develop Instrument Flight Procedures. The application is composed of ASP web screens, Oracle Workflow, Crystal Reports, and Oracle database components. (August 2002 to March 2003) (C²)

Federal Aviation Administration (FAA) - Aircraft Rescue and Firefighting (ARFF) CBI. Macromedia Authorware Programmer for a project developing a 14-lesson CBI program, sponsored by the FAA, and designed to serve as a recurrent training course for airport firefighters. The course, when completed, will employ text, graphics, audio, animation, and scenario-based learning. Ongoing effort; August 2002 to March 2003. (C²)

Federal Aviation Administration (FAA) - Flight Inspection Maintenance Division (FIMD) Business Card CD. Macromedia Flash Programmer for a project developing a business card CD for Aviation System Standards (AVN-300), using text, graphics, sounds, and panoramic tours to highlight the FIMD's resources and services. Ongoing effort; August 2002 to March 2003. (C²)

Federal Aviation Administration (FAA) - Microburst and Wind Shear Detection CBI. Macromedia Authorware Programmer for the audio, graphics, and programming development of the Microburst and Wind Shear course. The course is a six-hour training program, instructing Level 4 enroute air traffic controllers on three new weather detection devices. (August 2002 to January 2003) (C²)

Federal Aviation Administration (FAA) - Severe Weather CBI. Programmer for the 4-hour Severe Weather training program, converting the course video from laserdisc to CD-ROM and updating the course content. (August 2002 to November 2002) (C²)

Federal Aviation Administration (FAA) - Small Tower Voice Switch (STVS) CBI. Macromedia Authorware Programmer on the Small Tower Voice Switch conversion of approximately 20 hours of instructor-led training to CBI with an associated student guide. The goal of the training program is to provide basic system training and recertification on Denro STVS hardware. (August 2002 to January 2003) (C²)

Ryan is knowledgeable in many areas and helped me to develop a manual, interim change request process for the customer, which will eventually be automated. This has really helped the customer in that they currently had no tracking process for change requests - this process is now used command-wide. Ryan has supported this effort by converting the change request form from Excel to HTML. This is only one example of the many times he has helped with conversions to more technologically advanced processes leading to efficiency in many of the things we do at OCNAC. Ryan is always ready and willing to support any task asked of him. Ryan has done this Extra Work while accomplishing his usual workload - working within (meeting and sometimes exceeding) tight deadlines as well as maintaining a high standard of quality in all that he does. Some other examples include, management of conversion from USCS NAC to ICE OCNAC web site (as the customer goes through the transformation from U.S. Customs Service to the Immigration and Customs Enforcement under the Department of Homeland Security); supporting multiple marketing/proposal efforts; development of a "mock" web-site for demonstration to potential customers at the Tinker Technology Expo.
